Google Must Pay €4.1bn Android Fine After Appeal Fails
Europe's top court has dismissed Google's appeal against an Android competition penalty, leaving the company with a €4.1bn fine. The case centres on Google Search, Chrome, Play Store access and Android device-maker agreements that regulators said blocked rivals.

Court Leaves Google With €4.1bn Android Fine
Europe's top court has ruled that Google must pay a €4.1bn fine over the way it used Android agreements, ending the company's latest appeal in the long-running competition case.
The European Commission originally imposed a €4.3bn fine in 2018.
The penalty was reduced to €4.1bn in 2022, and the latest ruling dismissed Google's challenge to the remaining amount.
The case is the largest penalty the Commission has imposed against Google.
A Google spokesperson said the judgement failed to recognise the company's investment in keeping Android open, interoperable and free.
Android Agreements Were The Core Of The Case
Regulators alleged three forms of illegal conduct when the case was first announced in 2018.
They said Google required Android handset and tablet makers to pre-install Google Search and Chrome as a condition for Play Store access.
The Commission also alleged that Google made payments to large manufacturers and mobile network operators that agreed to install Google Search exclusively.
A third allegation said Google stopped manufacturers selling devices powered by alternative forked versions of Android by threatening to deny permission to pre-install its apps.
The case acknowledged that Google's version of Android did not stop device owners from downloading alternative browsers or using other search engines.
Sundar Pichai wrote at the time that the original decision rejected the business model supporting Android.
Earlier Google Competition Cases Remain On Record
The Android decision is part of a wider European Commission competition record against Google and Alphabet.
In September 2024, the Commission's case over Google's shopping-comparison service left the company with a €2.4bn fine for abusing market dominance.
In September 2025, the Commission fined Google €2.95bn after finding that the company breached competition laws by favouring its own products when displaying online ads.
The Android ruling closes this appeal stage, but the public record in the case did not identify a new Android remedy, developer compensation plan or further appeal path beyond the dismissed challenge.
