Dubai Municipality has launched Saeed, an AI-powered virtual spokesperson that will act as a digital face for the authority.
The municipality said Saeed will communicate official achievements, news, services and projects to the public through interactive digital channels.
The launch gives Dubai Municipality a visible AI layer for government communications rather than a back-office automation project.
Saeed is meant to support external messaging to residents, visitors and the wider community, while also helping internal communication with employees.
Official Data Is The Core Constraint
Saeed will rely on official Dubai Municipality data to provide information that is accurate and regularly updated.
That data boundary matters because the system is being used for public communication, customer service and employee enquiries, not only for campaign videos.
The municipality said Saeed can be used on the official website, social platforms, community events, awareness videos and press conference settings.
His role also includes answering frequently asked questions, announcing services, explaining new recreational spaces, supporting digital tours and promoting municipal destinations and facilities.
Customer Service And Employee Channels Are Included
Dubai Municipality is not limiting Saeed to public announcements.
The authority said the virtual spokesperson will also support employee communication, including short awareness alerts, internal polls, initiative updates, success-story messages and other staff-facing content.
Seyed Ismail Al Hashimi, acting chief executive of the Corporate Support Services Sector at Dubai Municipality, said Saeed is an integrated communication platform intended to improve the consistency of official media messages and the efficiency of public engagement.
He also said the project uses artificial intelligence to provide information and services in more flexible and interactive ways.
Hayakom Integration Is The Next Test
The clearest rollout checkpoint is Dubai Municipality’s plan to integrate Saeed into Hayakom customer service centres.
Al Hashimi said the municipality will work during the coming period to connect Saeed with those centres so he can respond to customer enquiries across municipal services.
That integration will test whether the virtual spokesperson can move from media presentation into service handling.
For residents and businesses, the practical question is whether Saeed can answer municipal service questions using official data without weakening clarity, consistency or accountability in government communication.
