PJM Backup-Generator Warnings Test Large-Load Grid Tool
Data Center Knowledge reported that PJM issued emergency backup-generator warnings during a July heat wave but did not dispatch customer-owned generators, leaving total available large-load backup capacity undisclosed.

Backup Warning Stopped Before Dispatch
PJM reached for a new large-load backup-generation warning during the July heat wave, but the grid operator stopped before asking customer-owned generators to run.
For AI infrastructure and data-centre power planning, the procedure creates a concrete test of how much customer demand can shift to on-site generation when the grid is under stress.
The public record now confirms that the warning tool was used.
It does not yet show how much backup capacity large-load customers could actually provide.
A July 9 Operating Committee presentation showed that PJM issued Transmission Security warnings for emergency backup generation on July 2 across the Mid-Atlantic and Dominion areas, then repeated the warning in Dominion on July 3.
The action followed a U.S. Department of Energy emergency order that let certain large-load customers use on-site generation if grid reliability required it.
The warning did not become a generator call.
PJM never moved to an Emergency Use of Back-Up Generators Action during the July 2-3 event, and a spokesperson confirmed that no such action was required.
No customer-owned backup generators operated in response to the warnings.
No large-load backup generation was dispatched under the procedure, and the warning applied to the Dominion control zone.
Large Loads Become A Grid Response Category
The mechanism still creates a new planning record for large electricity users.
PJM's procedure requires transmission owners to report the amount of load that could move to emergency backup generators within 15 minutes if the grid operator requests the shift during an emergency.
The July 9 presentation placed the backup-generation warning among several emergency measures used as temperatures rose across the region.
The operating list showed Department of Energy coordination beginning on June 26 alongside NERC emergency alerts, maintenance recalls, maximum-generation actions, heavy-load voltage steps and transmission relief.
The same presentation listed served peak load at 162,713 MW for the event.
It also put unrestricted demand at 168,158 MW without emergency actions and customer load reductions, a level PJM identified as an all-time unrestricted peak.
Joseph Bowring, president of Monitoring Analytics and the Independent Market Monitor, called the warnings precautionary.
Bowring put the actual reliability contribution from the backup-generator tool outside the known record and added that the grid operator was nearing a primary-reserve shortage.
Former FERC Chairman Neil Chatterjee framed the event as part of a shift in grid operations.
Chatterjee argued that customer-owned generation should not be treated as extraordinary or rare from this point forward, with dispatchable distributed energy resources becoming one tool utilities use to manage grid stress.
Demand Response Carried The Event
Other emergency measures carried the operating response before any large-load backup generation was called.
PJM's presentation put demand-response reductions at about 6,113 MW on July 2 and about 5,037 MW on July 3.
The Department of Energy emissions order applied to 51 generating plants and 594 generating units, with covered capacity of about 20.4 GW.
Seventeen of those plants, with 94 generating units and about 3.25 GW, ran outside normal emissions limits across 1,107 total operating hours.
The presentation listed three Shared Reserve Events and two Maximum Generation Emergency or Load Management Alerts.
It also recorded two NERC Level 1 energy-emergency declarations and five Hot Weather Alerts.
The grid operator approved five shortage cases on June 29 after solar dropped faster than steam generation could ramp.
For data-centre operators, the episode keeps backup generation inside the grid-reliability conversation without proving how much capacity the sector can provide.
PJM still follows the large-load definition in the DOE's Section 202(c) order, while the 50 MW threshold discussed by stakeholders has not been formally added to its governing documents.
The operator declined to disclose the total megawatts available from large-load backup generation, and it did not estimate how much of that capacity comes from data centres rather than other commercial and industrial customers.
